Project Description:
The FDA is composed of multiple Centers and Offices. Each Center/Office at FDA has a specific mission and the Information Technology (IT) systems strategically and efficiently support each Center's and Office's mission critical work. The FDA CIO’s office, The Office of Digital Transformation (ODT), scope of responsibility includes providing support for IT to support the FDA mission and Business that includes modernization, strategic, governance, operational, and oversight of enterprise IT landscape. This is an enterprise-wide contracting vehicle for modernizing the FDA IT landscape and will be leveraged to support each Center's and Office's mission critical work.
Job Summary:
We are seeking a proven BPA Program Manager with prior experience leading and managing an enterprise IT contract. The Program Manager will serve as the DRT’s manager and shall be authorized to interface with the FDA Contracting Officer, Contracting Officer Technical Representative (COTR OR COR), FDA management personnel, and customer representatives. The Program Manager will be responsible for execution and performance of contract and responsible for driving the future strategic growth of the awarded BPA.
Responsibilities:
BPA Management
  • Full authority and responsibility for the successful execution of the contract and overall financial accountability associated with the contract.
  • Ensure services delivered are consistent, integrated across the delivery sites, and deliver the planned outcomes and results through tracking and monitoring activity on the BPA and related programs.
Delivery Management
  • Responsible for working with DRT management to identify and implement varied projects, programs, and plans that support the achievement of BPA goals.
  • Ensure programs are executed and delivering the performance anticipated in the contract.
  • Maintain the program compliance with CMMI DEV L3 and ISO requirements and operate within DRT Quality Management.
  • Track program against schedule, budget and phase review objectives, reporting status to supervisor on a regular basis and executive staff as needed and/or requested.
  • Responsible for developing technical design/solutions and program/project guidance for individual task orders as needed.
BD Management
  • Identify and qualify new business opportunities and support the pipeline within the scope of the company's existing capture management discipline.
  • Brief leadership on selected opportunities, develop capture plans, and implement shaping initiatives to improve DRT’s probability of winning.
  • Lead development of task order RFP submissions to include technical, price and personnel volumes.
Personnel Management
  • Responsible for formulating and enforcing work standards; supervising personnel; and communicate policies, procedures, and goals of the organization to management and staff.
  • Responsible for the overall direction, development and evaluation of team members by carrying out supervisory responsibilities in accordance with company policies and procedures and applicable laws.
  • Other duties as assigned by the Director.
Require Experience:
 
  • Experience supporting / engaging directly with SES or executive levels of leadership within the federal government.
  • 8+ years of experience in working with the FDA or other HHS Agencies.
  • 10+ years of experience managing IT programs/projects for the within federal government.
  • Demonstrated experience in managing IT programs related to Enterprise Architecture, Application Modernization, Cloud Services, Data Services/Analytics, Cybersecurity, AI/ML.
  • Proven experience in identifying, pursuing, and winning new work as demonstrated by past successes.
  • Ability to obtain and maintain an public trust clearance.
  • Strong leadership, delegation, and monitoring skills.
  • Critical reasoning skills to balance government on-demand requests with available resources and contract scope, and to make and defend critical decisions within company policy and interests.
  • Ability to provide guidance and direction in a complex IT environment.
  • Experience delivering executive-level briefings and presentations to senior Government personnel.
  • Ability to manage multi-task contracts under intense pressure.
  • Ability to plan, organize, schedule and direct varied programs and tasks involved within the daily activities of contract.
  • Excellent written, communication and organization skills.
  • Proficient in all Microsoft Office Suite applications.

Preferred Experience:
 
  • Working knowledge of low code application platforms (e.g., Salesforce, Microsoft Power Platform, Appian), microservices, Cloud Services, Data Services/Analytics, AI/ML, DevSecOps, Zero Trust, Human-Centered Design
Salary Range:
  • $124,000-$165,200
  • Salary commensurate with experience
Education & Training:
  • Bachelor’s degree or higher in IT, Business Management or related field
  • Current PMI- PMP and Agile certification required
  • Master’s Degree preferred
  • IT Certifications preferred related to low code application platforms (e.g., Salesforce, Microsoft Power Platform, Appian), AI/ML/LLM, Cloud Services, Data Services/Analytics, DevSecOps, Zero Trust, Human-Centered Design
