  • Provide project oversight and direction for Program Managers and entirety of Task Order team
  • Oversee and manage the implementation of EPMO processes and procedures across investment portfolios
  • Directly manage and coordinate a number of simultaneous projects and activities through all phases of the investment management life cycle
  • Coordinate project management logistics across FSA staff and support contractors
  • Ensure conformance with work standards
  • Interpret policies, procedures, goals, and objectives of the organization
  • Ensure appropriate resources are applied to the project
  • Ensure project data is always current and available to the FSA EPMO Director; report effectively in written and verbal formats
  • Communicate extensively and effectively across all levels of USDA and FSA leadership
  • Conduct the project in a timely manner ensuring the quality of work products, maintaining financial soundness of the project, managing interactions, and reporting progress and issues
  • Review work products and ensure consistent, high-quality delivery
  • Lead the development of EPMO and Task Order strategy; brief and influence customers to promote engagement and buy-in
  • Perform all standard project management tasks - meeting setup and facilitation, action item creation and tracking, risk and issue tracking, scheduling, and deliverable oversight and acceptance.
  • Perform internal DRT Task Order management tasks including status reporting, time and expense approval, and financial tracking
  • Collect and integrate information in a routine and predictable manner to serve as the source for all types of program-level reporting
  • Coordinate responses across the FSA Program related to management guidance, data calls, project decisions, funding requirements, and other topics
  • Facilitate improved communication across the project team, hunting down information and inputs from the right parties, and establishing collaboration forums such as integration meetings to discuss contractor team dependencies, etc.
  • Prepare DRT internal weekly status report and other internal quality management system responsibilities
  • Perform all task order management and reporting activities
  • Collect and maintain project management data (e.g., risk register, action items, IMS, EVMS and contractor CPRs) in a disciplined, predictable way;
  • Maintain executive dashboards for program data using FSA tools
  • Use tools such as JIRA, Clarity and SharePoint to improve reporting efficiency
  • Develop and update integrated master schedules and most other program management information weekly or more frequently when changes dictate​
  • Prepare data call responses and ad hoc reports rapidly and without burdening FSA Managers and Team Leads

Required Experience

  • Ten (10) or more years of professional experience in IT management of which eight (8) years must be specialized.
  • At least ten (10) years of team lead experience, preferably supporting a software or IT infrastructure project
  • Demonstrated ability to lead medium-large sized team (30+ resources)
  • Strong organization skills
  • Leadership and motivational ability
  • Effective time management
  • Experience with Microsoft Project and portfolio management tools
  • Ability to communicate clearly, concisely, and timely (verbal and written)
  • Able to run effective meetings
  • Ability to garner support and operate with political savvy
  • Ability to recognize and respond to problems, issues, and risks
  • Ability to deal with ambiguity and frequent changes in priorities
  • Ability to manage multiple tasks and prioritize workload based on needs of the client
  • Ability to work with the client with minimal supervision; this may involve identifying new opportunities to bring value to the client without direction
  • Ability to navigate complex relationships with numerous government and contractor teams in multiple geographical areas 

Preferred Experience

  • Previous experience working with or for the USDA
  • Familiarity with CPIC data requirements, preparing investment submissions with AgMax or similar tool
  • Knowledge of Agile methodologies and experience using Agile to implement projects within a federal government environment
  • Familiarity with governance and investment management in a federal government environment

Education and Training

  • Master’s degree or higher in Information Systems, Computer Science, Engineering, Business, or related field or equivalent work experience
  • PMP certification
  • Certified ScrumMaster or PMI Agile Certified Practitioner preferred
