Responsibilities:

  • Review and analyze database structural requirements by interviewing clients, assessing client operations, business process and application functions.
  • Review objectives with clients, evaluate current systems and their implementation and assess data management requirements in accordance with proposed scope and schedule.
  • Participate in meetings with both technology and business teams to facilitate the understanding, clarification, and implementation of data requirements.
  • Work closely with the Data Architect to be able to define an end-to-end vision, and to see how a logical design will translate into one or more physical Databases, and how the Data will flow through the successive stages involved. This includes addressing issues of Data Migration (Validation, Clean-up and Mapping), data normalization, redundancy and duplication.
  • Define the overall customer master data management (MDM) strategy for a portfolio of programs for the organization. This will require solving fundamental and challenging data issues in terms of what data to capture, how to integrate data between the business functions, and how to organize it for maximum leverage; what tools and technologies are in place and proposal for what should be used; help define data governance.
  • Work with downstream application designers to integrate MDM into the various workflows. Work with data warehousing, application and analytics teams to make sure that master data is leveraged appropriately.
  • Work closely with government technical teams to coordinate functions.
  • Develop and deliver critical dashboards that describe the state of master data health across the organization to be able to highlight data issues from capture or edge systems.
  • Coordinate, manage, and participate in the review of the data design of software application projects, to include determination of risk in the high-level design of the overall solution and detailed data design of components as needed (e.g., user interface, analysis/reporting, work flow systems, Data Mart, ETL, etc.).
  • Develop and deliver data flow diagrams, data dictionary, state transition diagrams, and process models.
  • Manage and execute preparation of process models in accordance with the guidelines/conventions of designated process modeling methodology, including creation and maintenance of process descriptions and glossary of terms, to ensure successful project performance.
  • Develop data architectural diagrams to illustrate architectural complexities and interactions.
  • Identify and evaluate data architecture models utilizing knowledge of industry and technical trends. Reviews and approves design decisions prior to implementation to ensure adherence to prescribed guidelines.
  • Conduct Technical Solutions Assessments and Trade-off Analysis.
  • Assist in preparation and support of executive briefings for client and senior management.

Required Experience:

  • Ten (10) years of relevant Data Modeling experience
  • Possess at least five (5) years of hands-on experience with the following:
    • Data modeling and data administration tools (e.g., PowerDesigner, Erwin, Rational Rose, Embarcadero, System Architect, Data Architect, etc.)
    • Data dictionary/ data catalog maintenance
    • Technical, process, and business metadata management, either with custom applications or tools
    • Business process design for management of master data throughout the SDLC, including data quality, metadata, and workflow technologies (e.g., PowerDesigner, BPwin, Rational Rose, Visio, 6 Sigma, etc.)
  • Experience providing the following support:
    • Systems analysis and design in medium or large systems environments
    • Monitoring and using CASE tools for the development and documentation of data architectures and detailed data models
    • Data modeling methods and tools (e.g., Erwin, DBDesigner, etc.)
    • Cold Fusion tools
    • Development and scripting in Unix and SQL
    • Business Objects
    • Possess demonstrated work experience using Oracle 12c, MySQL
    • Experience with Data Governance, Master Data Management (MDM) Hub Architecture
    • Experience with ETL tools such as informatica, SSDT, etc.
    • Knowledge and experience with Conceptual Enterprise Data Model, Enterprise Logical Data Model and Physical Data model
    • Knowledge and experience with Data Mapping, Data Cleansing, Database Design/Database Normalization (1NF, 2NF, 3NF, BCNF) and Data Modeling (ER Diagrams using ERWIN)
    • Experience with Data Warehousing (star schema, snow flakes, business objects reporting)
    • Knowledge and experience with BI and analytics tools such as OBIEE, SSAS, etc.
  • Working knowledge of metadata structures, repository functions, and data dictionaries.
  • General understanding of the scrum development process and Agile development methodology used in completing software projects.
  • Experience with Microsoft Office, including Visio, Excel, PowerPoint, and Word
  • Excellent written and oral communications skills including presentation and facilitation
  • Ability to pay strict attention to detail and follow tasks to completion with limited oversight
  • Must have good verbal communication skills to work with clients to determine project requirements
  • Strong time-management skills and ability to multitask in fast-paced environment

Preferred Experience:

  • Healthcare industry data management (scientific and regulatory data) experience 
  • Experience working in the Federal Government

Education and Training

  • Bachelor's Degree or equivalent experience
  • Additional IT/architecture certifications is preferred
