  • Develop an integrated approach to collect and maintain regulatory data and applying cross-cutting processes to integrate and manage the business processes with regulatory and scientific data.
  • Work with the Data Management Lead to identify domains with like capabilities that should be broken out into Data Standards workgroups within the center.
  • Analyze and identify applications that currently share data that require a large level of effort to normalize the data into a usable format.
  • Analyze Master Data Management implementation methods to make sure they are in line with policies and any external regulations that may apply
  • Update and modernize data packages so that data presented by these applications can be easily consumed by their interdependent applications with minimal manual effort.
  • Ensure systems and processes support the organization’s business requirements and meet the needs of end users by identifying functional and technical requirements based on interactions with the user community and knowledge of the platform capabilities.
  • Design and implement models and interfaces to provide for present and future cross-functional requirements and interfaces. Identifies, assesses, and presents options for meeting the functional and technical requirements.
  • Ensure these services are compatible and in compliance with the organization and other applicable Federal Standards for security, interoperability, accessibility, and optimized data management (e.g., sharing, analytics, etc.)
  • Work collaboratively with team leads and supervisors to meet goals and objectives.
  • Contribute to analyses for feasibility of potential future projects vs. risk, cost, and schedule.
  • Develop or update artifacts and procedures to document and maintain enterprise architecture
  • Develop or update an inventory of systems and document associated data types and/or categories.
  • Communicate regularly with numerous stakeholders, both Government and Contractor through regular and ad-hoc meetings; Help to plan for and facilitate the meetings necessary with the business stakeholders and other groups as needed to accomplish the above tasks; be able to plan and facilitate independently.
  • Own project deliverables and support quality processes by reviewing team documents and following standard quality processes.
  • Use industry standard methods.
  • Perform status reporting on project progress, milestones, and decisions using various tools such as SharePoint, PowerPoint, Excel, etc.

 Required Experience:

  • Fifteen (15) or more years of relevant work experience.
  • Experience with Data Governance, Master Data Management (MDM) Hub Architecture
  • Experience with ETL tools such as informatica, SSDT, etc.
  • Experience in enterprise architecture, master data management
  • Knowledge and experience with Conceptual Enterprise Data Model, Enterprise Logical Data Model and Physical Data model
  • Knowledge and experience with Data Mapping, Data Cleansing, Database Design/Database Normalization (1NF, 2NF, 3NF, BCNF) and Data Modeling (ER Diagrams using ERWIN)
  • Experience with Data Warehousing (star schema, snow flakes, business objects reporting)
  • Knowledge and experience with BI and analytics tools such as OBIEE, SSAS, etc.
  • Demonstrated work experience in Oracle 12c and Weblogic environments
  • Working knowledge of software development methodologies like Agile Scrum and Waterfall
  • Excellent written and oral communication skills
  • Ability to manage multiple tasks and prioritize workload based on needs of the client.
  • Ability to deal with ambiguity and frequent changes in priorities 
  • Self-Starter, but able to work well in a team environment

Preferred Experience:

  • Experience with Regulatory and/or Scientific data
  • Experience working in the Federal Government

Education and Training

  • Bachelor's Degree or equivalent experience
  • Additional IT/architecture certifications preferred
