Project Description:
DRT provides public health, technology, data, communications, and visualization support to enhance the government’s ability to use public health data to address diverse, complex, and emerging problems. This includes designing and developing application and database solutions. In addition, this team develops innovative data capture and analysis techniques to enhance safety research and recommendation efforts across the country.

Job Summary:
The Program Manager will oversee the teams, technology, and contract of an interdisciplinary technology and data project with a federal public health program. They manage multiple customer relationships, deliver innovative solutions to customers, and contribute to the company’s intellectual capital and business development. The Senior Manager will grow a comprehensive understanding of all facets of customer requirements and the over-arching environment. Serving as the DRT representative with customer project manager, they work with customer executives. They mentor and direct team members; coach managers and delivery teams; assess performance; identify training needs; and lead performance evaluations. They manage team productivity and maintain a high level of morale and collaboration.

Responsibilities:
  • Full authority and responsibility for the successful execution of the contract and overall financial accountability associated with the contract.
  • Ensure services delivered are consistent, integrated across the delivery sites, and deliver the planned outcomes and results through tracking and monitoring activity on the and related programs.
  • Responsible for working with customer to identify and implement varied projects, programs, and plans that support the achievement of contract goals.
  • Ensure programs are executed and delivering the performance anticipated in the contract.
  • Maintain the program compliance and operate within the DRT Quality Management System.
  • Track program against schedule, budget and phase review objectives, reporting status to customer on a regular basis and executive staff as needed and/or requested.
  • Responsible for developing technical design/solutions and program/project guidance for individual task orders as needed.
  • Responsible for formulating and enforcing work standards; supervising personnel; and communicating policies, procedures, and goals of the organization to management and staff.
  • Responsible for the overall direction, development and evaluation of team members by carrying out supervisory responsibilities in accordance with company policies and procedures and applicable laws.
  • Develops, measures, and reports on service level agreements and key performance indicators.
  • Other duties as assigned by the Director.

Required Experience:
  • Experience supporting / engaging directly with SES or executive levels of leadership within the federal government.
  • 8+ years of experience in working with the FDA or other HHS Agencies.
  • 10+ years of experience managing IT programs/projects for the within federal government.
  • Demonstrated experience in managing IT programs related to Enterprise Architecture, Application Modernization, Cloud Services, Data Services/Analytics, Cybersecurity, AI/ML.
  • Proven experience in identifying, pursuing, and winning new work as demonstrated by past successes.
  • Ability to obtain and maintain a public trust clearance.
  • Strong leadership, delegation, and monitoring skills.
  • Critical reasoning skills to balance government on-demand requests with available resources and contract scope, and to make and defend critical decisions within company policy and interests.
  • Ability to provide guidance and direction in a complex IT environment.
  • Experience delivering executive-level briefings and presentations to senior Government personnel.
  • Ability to manage multi-task contracts under intense pressure.
  • Ability to plan, organize, schedule and direct varied programs and tasks involved within the daily activities of contract.
  • Excellent written, communication and organization skills.
  • Proficient in all Microsoft Office Suite applications.
  • Experience implementing agile methodologies.

Preferred Experience:
  • 7 + years IT program management experience
  • Strong organization skills with a demonstrated track record of tracking and managing multiple tasks
  • Working knowledge of low code application platforms (e.g., , Microsoft Power Platform,), microservices, Cloud Services, Data Services, DevSecOps, Zero Trust, Human-Centered Design
Salary Range:
  • $92,000-$122,500
  • Salary commensurate with experience
Education & Training:
  • Bachelor’s degree or higher in IT, Business Management, degree in public health/informatics or related field
  • Current PMI- PMP and Agile certification preferred
  • Master’s Degree preferred
