Project Description:
This opportunity supports a national public health program within the Department of Veterans Affairs, focused on disease surveillance and rapid response to emerging health events across the VA system. The work involves epidemiologic investigations, large-scale patient lookback and notification efforts, and specialized public health laboratory testing in support of clinical care and outbreak response. Personnel collaborate with a multi-disciplinary team of clinicians, epidemiologists, laboratory scientists, data analysts, and communications staff to investigate potential exposure events and deliver timely, accurate findings. This is an onsite role based in Northern California, with occasional travel to affiliated medical facilities in the surrounding region. Ideal candidates bring prior experience in a federal health, public health, or clinical research setting and are comfortable handling sensitive patient information in a fast-paced, mission-driven environment.
Job Summary:
Build and maintain the data systems that turn public health information into action. In this senior technical role, you'll design, develop, and support the databases and applications that epidemiologists and analysts rely on to detect, track, and respond to health events across the VA. You'll bridge the gap between technical systems and the people who use them; making complex data usable, secure, and reliable. A strong fit for an experienced developer or systems analyst who wants their code to have real-world public health impact.
Responsibilities:
- Perform and oversee analytical and programming assignments supporting the development, enhancement, and maintenance of application programs, application systems, and operating-system software across mainframe, network, and client-server environments.
- Design and maintain databases, including specifications for databases, communication systems, data security, and data storage.
Serve as a data-analysis liaison to analysts and epidemiologists regarding data requests, usage, standards, and security. - Handle assignments of significantly greater complexity than the experienced level and oversee the work of other IT professionals as assigned.
- Ensure systems and applications operate correctly within VA configuration and information-security requirements.
- Experience in analytical and programming assignments supporting development, enhancement, and maintenance of application programs, application systems, and operating-system software across mainframe, network, and client-server environments.
- Senior-level scope: experience overseeing the work of other IT professionals, or handling assignments recognized as significantly more complex than the experienced level.
- Experience designing and maintaining databases, including specifications for databases, communication systems, security, and data storage.
- Experience serving as a data-analysis liaison to end users (e.g., analysts/epidemiologists) regarding requests, usage, standards, and security.
- Prior IT/data work on a VA/VHA contract — especially familiarity with VA systems such as VistA/CPRS, the VA Corporate Data Warehouse (CDW), or VINCI.
- Experience supporting public health surveillance, epidemiologic, or biostatistical data systems.
- Proficiency with relevant tools/languages (e.g., SQL, SAS, R, Python) and statistical-package support.
- Familiarity with federal information-security requirements (FISMA, NIST, VA Handbook 6500) and VA-approved encryption/VPN environments.
- Bachelor's degree in computer science, information systems, data science, or a related field (equivalent experience may substitute).
- Relevant technical certifications (database, security, or platform) a plus.
- This position requires the ability to obtain and maintain a U.S. government Public Trust clearance. Due to contract requirements, candidates must be U.S. citizens or lawful permanent residents (green card holders) to be eligible.
- No agencies, third parties, or Corp-to-Corp submissions.
- $80,000-$100,000
- Salary commensurate with experience.
