Job Summary:
DRT is a high-growth firm that is aggressively targeting the unrestricted federal consulting market space.  We have a need for experienced business development personnel who can help identify potential competitive opportunities and lead the capture of such opportunities to enable DRT to submit highly competitive proposals that will result in new contract awards.  DRT’s primary areas of capability include Health IT, Health Sciences, Agile IT modernization, Data Analytics, and strategic management consulting.  Our primary HHS customers today are FDA and CDC where we have continued to experience growth. We are seeking an experienced Capture Manager with hands-on success at FDA and other HHS OpDivs such as NIH, CMS, ACF, ASPR, and AHRQ.
The HHS Capture Manager leads capture activities for multiple high-priority opportunities across DRT.  He or she plans and executes capture strategy to contribute to DRT achievement of annual sales goals driven by company-wide objectives for new business development (i.e., new contracts, and new customers).
In this role, the HHS Capture Manager: 
  • demonstrates her/his credentials as an outstanding business development leader in areas such as customer engagement, services and solutions marketing, and bid proposal strategy;
  • demonstrates her/his success as a leader of people and teams through effective direction of coordinated multi-disciplinary capture and bid preparation efforts; and
  • leverages customer relationships and industry intelligence to ensure cost-effective and high probability capture and inform the development of highly competitive proposals.  
Responsibilities:
  • Report to the SVP, Growth and Alliances, and work collaboratively with the proposal team and delivery account leadership to determine the opportunities for which DRT is most likely to be competitive.
  • Work closely with the delivery team and solution architects to determine the DRT Solution offerings that are most likely to lead to competitive bids for new contracts. 
  • Identify and track market trends for new services, solutions, tools, and technologies.
  • Conduct research on prospective customers, programs, industry partners, and competitors to inform a comprehensive capture strategy
  • Build and mature effective customer relationships for purposes of developing new business
  • Guide specific opportunities through DRT’s Step Review processes to mature opportunities to a state where DRT can submit a highly competitive, winning proposal.
  • Work with DRT leadership on marketing DRT capabilities to new customers or partners.
  • Guide proposal strategy, theming, and solution development based on intelligence gathered during pre-proposal capture efforts.  
  • Lead proposal preparation activities such as defining participant responsibilities, determining past performance, preparing content, etc.
  • Contribute to proposal content (writing) based on areas of expertise and unique customer-oriented knowledge.
  • Serve on Proposal review teams.
  • Assist with pricing strategy.
Required Experience:
  • Ten (10) or more years of experience in Business Development, with at least five (5) years of successful capture experience (i.e., a consistent track record of securing new contracts with new customers) within HHS OpDivs.
  • Proven ability to capture complex, competitive, high dollar value bid opportunities as demonstrated through evidence of specific “new wins” valued at $50M+ in new sales in the last 2 years.
  • Completion of government business development and capture training.
  • Proven ability to establish and maintain outstanding relationships with a broad array of customers and partners.
  • Demonstrated ability to develop and deliver highly effective marketing collateral, in writing and verbally.
  • Proven ability to organize and sustain highly effective and collaborative opportunity capture and proposal teams.
